That is according to Bleacher Report, who have outlined that the Blues are the most interested of any Premier League side when it comes to facilitating a return to the English top flight for Coutinho.
Barcelona are believed to be keen on selling the Brazilian with the Catalan club facing tough financial decisions.
A move to Goodison Park would provide another turn in an eventful few years since leaving Liverpool for Camp Nou.
Chelsea to rival Reds for Bundesliga youngster
Both Liverpool and Chelsea are said to be in the run-in to sign highly-rated Hoffenheim youngster Nick Breitenbucher.
